In 2021 the Town of Ossining reached out to HVSC asking us to look into what it would take to get the beach at the Louis Engel Waterfront Park opened for public swimming. We compiled all the Westchester County Health Department requirements and found that the main challenge would be to pass the water quality requirements.
In 2022 the Town offered a small lab fee grant, PHASE I, to test the water at the beach. The following report was produced: In 2023, another lab fee grant, PHASE II, was awarded and the following report was produced:In 2024 and 2025 PHASE III and PHASE IV were awarded. Results not yet published, but are available for review upon request.
In 2025 HVSC was awarded a stewardship grant by the NYSDEC Hudson Estuary Program Grant Contract # DEC01-C03200GM-3350000 This work will continue into 2026 and investigate the tributary sources of sewage that affects the Town beach, and the dynamics of how those tributary outputs travel and accumulate once in the Hudson River.
